Market Code
A comprehensive regulatory and market design assignment is being implemented in the context of the liberalisation of the national electricity sector and the development of regional market mechanisms within the West African Power Pool (WAPP). The project supports the introduction of a national electricity market by designing the day-ahead and balancing market structures and drafting the corresponding Market Code. The Market Code serves as an implementing regulation under the existing Electricity Code and Grid Code.
The services are structured around five main tasks:
Task 1 – Inventory and Regulatory Assessment:
A detailed review of the existing regulatory and institutional framework at both national and regional levels is conducted. This includes benchmarking against relevant national and international network codes to identify gaps and alignment needs for the future Market Code.
Task 2 – Market Design Options and Evaluation Framework:
Alternative market organisation models are identified and assessed. Clear technical, regulatory, and operational evaluation criteria are defined to support the selection of the most suitable market structure.
Task 3 – Benchmarking Study and Study Tour:
An in-depth benchmarking analysis of selected electricity markets is performed to extract applicable best practices. A study tour to established European market institutions and stakeholders further supports knowledge transfer and practical insights into market operation, regulation, and system coordination.
Task 4 – Definition and Drafting of the Market Code:
Key design elements of the day-ahead and balancing markets are defined, followed by the drafting of the Market Code. Particular attention is given to ensuring consistency and alignment between the existing Network Code and the newly developed Market Code framework.
Task 5 – Final Reporting and Project Closure:
The assignment concludes with the submission of a comprehensive final report and the formal closure of the project, providing a structured basis for implementation and regulatory adoption.
