Project Overview
This mission aimed to develop a structured methodology for the elaboration, evaluation, approval and publication of multi-year investment plans for Moroccan transmission and distribution system operators. The objective was to align planning practices with international best standards, ensuring reliable, economical and transparent grid development while supporting national energy and renewable objectives.
Scope of Services Provided
1. Assessment of Existing Planning Practices
- Collection and review of transmission and distribution investment programs
- Analysis of applied methodologies, assumptions, technical/economic/environmental criteria
- Establishment of a monitoring database for investment program implementation
2. Development of Grid Planning Guidelines
- Survey and assessment of past investment programs and implementation rates
- Evaluation of planning methodologies and governance alignment
- Formulation of guidelines to optimise and harmonise grid investment planning
3. Evaluation Methodology for Investment Programs
- Definition of technical, economic and socio-environmental evaluation frameworks
- Development of a cost-benefit analysis methodology
- Structuring of approval and monitoring processes for investment programs and projects
Project Outcome
The assignment delivered a harmonised and transparent planning framework for Moroccan network operators, strengthening methodological consistency, governance alignment and investment evaluation practices, while supporting secure and renewable-integrated development of the national electricity system.
