EGI supported a distribution system operator in preparing for electricity market liberalisation and the introduction of third-party access by delivering a targeted capacity-building programme. The initiative aimed to equip selected staff with a comprehensive understanding of liberalised market frameworks, operational models, and the integration of variable generation at distribution level, with a particular focus on flexibility mechanisms and enabling technologies.

The programme consisted of an intensive multi-week training combining market, technology, and operational modules, complemented by study visits to leading European market operators, network operators, control rooms, and industry stakeholders. From an operator perspective, EGI also addressed flexibility optimisation at distribution level, including the use of contractual instruments, platforms, and tools to incentivise distributed energy resource participation while maintaining system reliability and balancing needs.
