Project Scope:
Comprehensive support to government authorities in the reorganization of the electricity sector and the establishment of an independent Transmission System Operator (TSO). The assignment covered institutional, legal, regulatory, organizational, and tariff-related aspects to enable third-party access and ensure alignment with international best practices.

Services Provided:

• Supported the structural unbundling of transmission activities from generation and distribution.

• Assisted in the legal and regulatory reforms required to establish an independent TSO.

• Defined pricing principles for grid access, including tariff calculation methodologies and regulatory frameworks.

• Revised statutes of the newly established TSO and clarified governance arrangements.

• Reviewed and enhanced the mandates and operational framework of the national energy regulator.

• Contributed to the revision of electricity laws and applicable decrees.

• Developed and delivered a comprehensive training package to support regulatory evolution and institutional capacity building.

• Provided technical assistance during the operationalization of the new TSO, ensuring implementation aligned with international standards and best practices.
