Project Scope:
Comprehensive review and update of electricity transmission, water transmission, and metering-related codes within a Middle Eastern power and water regulatory framework. The objective was to modernize the regulatory framework to support sector transformation, including the transition from gas-fired cogeneration to a decoupled system dominated by nuclear, solar, and storage technologies.

The project also addressed governance reforms following the transfer of System Operator (SO) responsibilities and supported the establishment of updated code governance arrangements.

Services Provided:

  • Conducted an initial review of the Electricity Transmission Code (ETC), Water Transmission Code (WTC), and Metering & Data Exchange Code (MDEC), identifying technical and regulatory gaps.

  • Performed a structured gap assessment to ensure codes support low-carbon grid development, increased storage integration, and evolving system architecture.

  • Proposed and drafted updates to the relevant power-related code provisions to enable the energy transition.

  • Provided specialist technical input to support code governance reform, including amendment tracking and navigation through formal approval processes.

  • Supported coordination with legal, regulatory, and sector stakeholders, including code panels and authorities.

  • Delivered workshops, stakeholder consultations, and technical advisory throughout the project lifecycle (inception to closure).

Project Outcome:
Delivered a future-ready industry code framework aligned with sector transformation objectives, strengthened governance mechanisms, and enabled regulatory conditions supportive of a low-carbon, flexible, and resilient power system.
