Project Scope:
Provision of management support, technical assistance, and regulatory expertise to enable the Western Balkans 6 (WB6) countries to efficiently implement regional day-ahead market coupling and integrate with neighbouring EU Member States’ markets, in line with the WB6 Memorandum of Understanding.
The project supported ministries, transmission system operators (TSOs), national regulatory authorities (NRAs), and power exchanges in preparing and implementing the necessary regulatory, legal, and institutional frameworks for market coupling.
Services Provided:
Delivered consultancy services for the development of regulatory and legal frameworks enabling regional day-ahead market coupling.
Supported the preparation and drafting of overarching framework agreements governing cross-border market integration.
Provided legal and regulatory advice on the implementation of the Capacity Allocation and Congestion Management (CACM) framework.
Advised on Nominated Electricity Market Operator (NEMO) designation procedures and related institutional arrangements.
Assisted stakeholders in structuring cooperation mechanisms between TSOs, NRAs, ministries, and power exchanges.
Contributed to the preparation and implementation of projects enabling the coupling of national day-ahead markets with at least one neighbouring WB6 or EU Member State market.
Project Outcome:
Strengthened the regulatory and institutional foundations for regional electricity market integration in the Western Balkans, paving the way for efficient cross-border trading, increased competition, and enhanced alignment with the EU internal energy market.
