Project Scope:
Support in the development of comprehensive technical regulations (Grid Code) governing the management, access, and connection to low-, medium-, high-, and very high-voltage electricity networks. The assignment also included drafting a model network access and connection contract aligned with national legislative and regulatory frameworks.

Services Provided:

1. Information Gathering & Stakeholder Engagement

• Conducted information-gathering missions and consultations with key electricity sector stakeholders, including government authorities, transmission and distribution operators, concessionaires, and industrial consumers.

2. Regulatory & Framework Analysis

• Analyzed the existing legislative, regulatory, and contractual framework of the electricity market.

• Assessed currently applicable rules related to network access and connection across LV, MV, HV, and VHV networks.

3. Drafting of Technical Regulations & Model Contract

• Performed a critical review of existing access and connection contracts with network managers and distributors.

• Developed a comprehensive Grid Code covering:

  • General provisions

  • Planning code

  • Connection code

  • Access code

  • Metering code

  • Network balancing code

  • Auxiliary services

  • Management procedures

  • Load-shedding and safeguards

  • Collaboration code

  • Model network access and connection contract

  • Miscellaneous provisions

• Ensured the regulations reflected the specific characteristics of producers, end users, public network operators, and private distributors.

Project Outcome:
Delivered a structured and coherent Grid Code framework and standardized contractual template, strengthening regulatory clarity, improving transparency in network access and connection, and supporting the evolution of the national electricity market.
