Project Scope:
Pre-feasibility assessment of a 1000 MW HVDC interconnection, evaluating technical, economic, regulatory, and market aspects to support potential investment decisions and enhance regional renewable energy integration.

Key Responsibilities & Achievements:

  • Conducted techno-economic assessments, including regulatory framework gap analysis and stakeholder management strategy.

  • Developed project financing strategies, evaluating Public-Private Partnership (PPP) and Project Financing options; recommended Cap & Floor Hybrid Model for revenue stabilization.

  • Designed business and remuneration models, including Single Buyer Market trading mechanisms, SPV structure, revenue streams, operating agreements, and potential consortium investors.

  • Recommended HVDC ±320kV symmetric monopole topology with XLPE cables, including analysis of supply chain constraints and Tier 1 supplier availability.

  • Developed contracting and procurement strategies, emphasizing early supplier engagement, framework agreements, and EPCM contractor selection.

  • Produced global project timeline, budget analysis, and market trend assessments for converter stations and subsea cables.

Outcome:
Provided a comprehensive, risk-informed framework for further feasibility studies, supporting technical, economic, and regulatory refinements to enable the interconnector’s successful execution, strengthen regional renewable energy leadership, and advance Southeast Asia’s decarbonization objectives.
