Project Scope:
Comprehensive review and update of operational procedures, defence schemes, and blackout restoration strategy for a national transmission system undergoing significant transformation (renewable integration, network expansion, and new cross-border interconnections).
The assignment aimed to strengthen system resilience under severe contingencies by reviewing network topologies, updating system models, identifying operational constraints, and developing a robust Defence and Emergency Management & Restoration Plan (EMRP).
Key Responsibilities & Achievements
Project Initiation & Data Validation
- Conducted kick-off workshops and structured data collection, clarification, and validation processes.
- Delivered a detailed Inception Report outlining methodology, assumptions, early findings, and validation status.
- Performed high-level load flow simulations using PSS®E models to establish baseline system behavior.
Phase 1 – Network Topology & Operational Regime Review
- Reviewed busbar configurations, open points, and alternative network arrangements.
- Assessed operational limitations under peak and off-peak scenarios.
- Evaluated black-start capabilities and technical constraints.
- Identified critical loads, priority load categories, voltage/frequency control resources, and interconnection dependencies.
Phase 2 – Model Development, Data Structure & Validation
- Reviewed and updated static, RMS/dynamic, and transient models in PSS®E.
- Assessed data sources, conversion processes, and consistency checks.
- Ensured model accuracy and structural consistency across planned and existing network configurations.
Phase 3 – Operational Constraints Assessment
- Identified system constraints including thermal violations, asset ratings, voltage and frequency limits, and dynamic stability margins.
- Conducted load flow, contingency (N-1/N-k), and dynamic stability analyses.
- Evaluated system performance under intact and emergency restoration conditions.
Phase 4 – Defence & Emergency Restoration Plan Development
- Performed detailed system studies and defence plan simulations.
- Designed and adapted Under-Frequency Load Shedding (UFLS) and Under-Voltage Load Shedding (UVLS) schemes.
- Developed a structured defence strategy as the first stage of system restoration.
- Formulated a comprehensive blackout restoration strategy and translated technical study results into operational procedures.
- Produced a new Emergency Management & Restoration Plan (EMRP).
- Delivered operational training sessions for system operators and engineers.
Outcome
Delivered a fully validated defence and restoration framework, including updated protection schemes (UFLS/UVLS), enhanced operational procedures, and a new EMRP. The project strengthened system resilience, improved preparedness for severe contingencies, and enhanced operational readiness in a rapidly evolving power system environment.
